The AEA wants to do somthing about the impending push to increase the H-1B
limit in 2003. It may be too late to stop the next increase but at least the
AEA has some suggestions on how to oppose it.
Dear AEA Member:
We are expecting a major push during this next congress to increase the
numbers of H-1b visas and perhaps to make the changes permanent. A number of
you have asked what you can do to help thwart that industry initiative.
There are several things AEA suggests.
1 – Contact your Congressman/woman in his or her home district and try to
meet with them in person when they are there. If you or a neighbor or
coworker has been displaced by an H-1b tell your story or take the affected
person with you.
2 – There are a number of websites where you can locate your representative
if you do not know their name. Generally this entails entering your zip-code
and or address. Your nine digit code should be enough. There are some
zip-code’s which are split between representatives.
3 – If you have occasion to be in the Washington D.C. area try to meet with
your representative in their office there. Check with both the Federation
for American Immigration Reform (FAIR) , NumbersUSA or AEA a week or two
before you will arrive for assistance in setting up your appointment(s).
4 – Never, never miss an appointment without contacting the office as soon
(within minutes, not hours) as you know you will not be able to keep the
appointment and try to reschedule for a later hour or day.
5 – Write to your representative often. We recommend at least once a month.
Thank them for issues with which you agree and let them know, in a polite
way, about issues with which you disagree. They are there to represent you,
but to do so they must know how you stand on the issue.
6 – Prepare before you visit. Know in advance how your representative has
voted in the past and prepare your arguments accordingly. Try to find out
what the unemployment rate for the state and metropolitan area which he/she
represents. If you are properly prepared, the representative or aide cannot
snow you and they will know that.
7 - Present facts, not supposition. Take materials as handouts on which you
have based your arguments.
8 – Your elected representatives are there to represent you. Let them know
you and your friends, neighbors and coworkers are voters and General Motors
is not.
9 – Fax and call your representative when legislation is in being introduced
and follow it through the process.
10 – We have the high moral ground on this issue. Believe, fight and success
will be ours. To better educate yourself check out the following websites.
There will be answers to nearly any question you may have.
The following websites will give you a very clear picture of the H-1b issue
and the potential to change our way of life, even threatening the very soul
and fabric of our nation.
Of particular interest is the NumbersUSA website as they will fax your
representative and senator for no cost to you. The have canned faxes you may
use as is or modify to your personal concerns with these issues. They rate
the legislators on their immigration votes and have an area where you may
find out who your legislators are. Take advantage of all they offer and it’s
all free. Check them daily for new faxes to send.
Specific to the H-1b issue is the Shame H-1b website. They maintain a
database of H-1b requests, which is accessible by city, company and a number
of other criteria. They have in excess of one million records in the
database.
FAIR is one of the oldest immigration reform organizations and has much
current activity information.
Programmers Guild is an organization formed to fight the H-1b from a
computer programmers perspective.
Professor Norm Matloff’s website at UC Davis is very comprehensive and
presents a counter argument to just about anything you may have read or
heard on the H-1b.
Thomas is a government website to provide the current status of bills which
have been introduced for action by Congress. It contains what committee a
given bill is in, the text of the bill at each stage of the process and
contains links to congressional databases for committee members, individual
members websites etc.
The Hire Americans website contains information of interest as well as a
handy find your representative link.

The effort to defeat the next industry offensive must be a grassroots
effort. None of the organizations listed above can single handedly or
collectively defeat the huge amount of money offered by industry on this
issue. (Over 100,000,000.00 dollars as I recall)
We must make and maintain contact with our elected officials on this issue
if we expect to win. We cannot win without you, the individual member’s
efforts. Talk to your family, your neighbors and coworkers about the H-1b
issue.
Last, but far from least, support the organizations working for your family’
s well being. Help us limit immigration to a manageable level.
