I have just been informed that a radio talk show on outsourcing will
occur today. Here is your chance to talk to KIRAN KARNIK, president of
India's National Association of Software and Service Companies
(NASSCOM). For those of you that are new to this newsletter, NASSCOM is
one of the primary special interest groups that lobby Congress in favor
of outsourcing, H-1B, and L-1 visas. NASSCOM and the ITAA are allies in
the effort to replace American workers with cheaper foreign labor. At

included.

Most recently President of Spherion Corporation's Outsourcing Division
($300M) whose responsibilities included the Human Capital Consulting
business of Spherion. He is an expert in workforce management
strategies having consulted with many Fortune 1000 companies who have
struggled with optimizing their labor strategy. He also has held
leadership positions with other Technology and Professional Services
firms including IBM, Verizon (formerly Nynex), and Accenture.

KIRAN KARNIK
President of NASSCOM, representing Indias IT software and service
industry; worked briefly with the United Nations in New York and
Vienna, serving as Special Assistant to the Secretary-General of
UNISPACE 82; spearheaded the launch of Discovery Channel in SouthAsia;
20 years in the Indian Space Research Organization.
Here is some additional background on Kiran Karnik:
* Karnik has said that if anyone in the United States attempts to ban
outsourcing, NASSCOM will counter by complaining to the WTO.
* Karnik whined that it takes too long to get Indians into the US by
using H-1B visas and threatens to take this issue to the WTO. Karnik
made this statement about H-1B visas: "If it takes six months to
process a visa, it's like making a fruit shipment sit for six months."
Karnik said that the USA is slowing down visa approvals by doing too
many security checks on pending visas and stated that the WTC 9/11
terrorist attack made Americans too paranoid about security.
* Karnik was jubilant when NASSCOM and the lie-for-hire firm "Hills &
Knowlton" scuttled the New Jersey anti-outsourcing bill authored by
state senator Shirley Turner. Karnik celebrated the victory with this
statement: "We are happy that the bill has been put on hold. The New
Jersey Senate has realised that the bill would not be beneficial to the
state and its citizens. We have been working with policy makers and
industry associations in the U.S. to prevent the bill from being
cleared. The bill has been put on the hold but it is not the end of the
story. The passage of the bill would not be in the interest of the U.S.
businesses."
* Karnik said that NASSCOM is interacting with key decision and policy
makers in the US about the advantages of outsourcing to India that will
accrue to the sagging US economy. Nasscom will share information on how
US industries, especially banks, insurance and other financial
institutions have benefited due to increased outsourcing of back office
operations to India over the years. In fact, US banking and allied
sectors are estimated to have saved $6 billion by outsourcing to India.
* Karnik said that Nasscom is working with ITAA, its counterpart in the
US and with US businesses to formulate strategies to promote more
outsourcing to India.
* Kiran Karnik acknowledged that Americans are going to be angry when
they learn their jobs are outsourced to India. To "manage" their anger
he emphasizes the need to use propaganda in order to hype the value of
outsourcing jobs to India. Karnik understands how easily the American
media can be manipulated and said that he intends on exploiting their
bias towards monopolistic businesses.
* Karnik wants to form an "International Migration Organisation" to
look into all issues of people movement. This organization would work
with the WTO to force countries like the United States to allow people
to cross our borders in much the same way that goods and services do.
Karnik said,
Unfortunately, it is the votaries of globalisation and
free trade who are likely to be the opponents of easy
mobility. The catchword security will certainly be invoked
to justify cumbersome procedures and serious restrictions
on movement. To overcome this, we have suggested a
professional service or a so-called GATS visa, which will
facilitate the movement of professionals.
* Expect Karnik to use his classic argument: "If [the U.S.] can't
import people, then jobs will just be exported from the U.S.," says
Kiran Karnik, president of NASSCOM, India's largest software-industry
association. U. S., employers also say they stand to benefit.
* Karnik said that opponents of outsourcing work to India have a
"misplaced fear" of losing jobs.
