Very bad news from the Senate. At this very moment the Senate is working on
a compromise to the Specter bill called the Hagel/Martinez ammendment. The
Hagel/Martinez amendment isn't what this newsletter is about, except for
the fact that it appears that the Senate may vote for Specter's bill by
Friday if they agree to a compromise. Hagel/Martinez won't change Specter's
proposal for a massive increase of H-1Bs, employment based Green Cards
(EB-3), and a for increased numbers of F-4 visas that will allow foreign
students to graduate and take jobs even before they get an H-1B.

So just how bad is the situation? NumbersUSA put out a very dire warning
that: "IT LOOKS IMPOSSIBLE TO STOP THE NEW SLIGHTLY TRIMMED AMNESTY
TOMORROW -- BUT WE HAVE BEATEN THE IMPOSSIBLE BEFORE". They usually tend to
be optimistic so this is very scary news.

I provided a list of Senators below that you should target, but keep in
mind that it doesn't do harm to contact all the Senators. The ones below
could possibly decide to do the right thing if there was enough pressure on
them.

I urge all of you to work with NumbersUSA and all other organizations you
might be affiliated with to stop this juggernaut.

PLEASE KEEP YOUR EYE ON THE BALL!



Many people have told me that when they call the Senators the staffers
steer the subject to amnesty, border security, etc. etc. Make sure to keep
on the topic of H-1B, Green Cards, and F-4. Don't let them get away with
denying that it's in the Specter bill, and don't let them persuade you
there are new protections because there aren't. Senators are being very
careful to avoid discussion of the impending H-1B increase because they
know it's controversial. KEEP YOUR EYES ON THE BALL!

Senate Strikes Deal on Immigration

Republican and Democratic Senators on Thursday proclaimed cautious victory
in their efforts to pass a bipartisan immigration reform measure, with
hopes of moving legislation through the chamber by weeks end.

Senators had been deadlocked on the issue for days, holing up in leadership
offices and holding meetings to try to come up with a deal around which
most Members could rally. The gridlock appeared to break late Wednesday
when Sens. Chuck Hagel (R-Neb.) and Mel Martinez (R-Fla.) announced a
compromise plan.

Sources indicated the Hagel-Martinez proposal, which divides illegal
immigrants into three classes, would likely be offered as a motion to
recommit on the floor as early as today. Senators would have the chance to
offer amendments to the plan, and a vote on final passage could occur
Friday or Saturday.

Under the Hagel-Martinez plan, those in the United States for two or fewer
years would need to either leave or be deported; those here between two and
five years would be required to register with the government and then over
the next three years be admitted to the country legally as temporary
workers (who never have to leave and can apply for citizenship); and those
in the country for five years could enter the guest worker visa system (who
can apply for citizenship).

Senate Majority Leader Bill Frist (R-Tenn.) called the deal "a huge
breakthrough that will allow us to pivot in the next several hours and lead
to a conclusion of passing a very important bill."

Minority Leader Harry Reid (D-Nev.) said while he still has concerns -
including that some Republicans will offer deal-breaking amendments  the
Senate is moving forward. "I wouldnt declare victory, but weve moved
a long way down the road."
